Looking up, you will see a dead raptor, hanging from a branch in the leaves. You need to get Lara to that area. Climb up the vine wall, back flip, kill another raptor, then make your way over the tree branches to the tied raptor.

You need to get Lara on a level with the raptor, then shoot the rope. The raptor will fall into the pool with the pirranahs. It will keep them occupied indefinitly, and will give Lara plenty of time to pull the lever. Good luck!
