Right, I can't get access to the internet with my PS2, it doesn't have the necessary plumbing, so my question is - if I download a PS2 game save on to my PC, how can I transfer that on to my PS2 memory card?

Er, does your PS2 have a usb port? If so, you could try using a cable between the tow.

Yes, it has a USB port, and I'll give that a try, but I really don't think it's going to be as simple as that. :(
Do a search for Max Drive on Google, not sure where you are from but in the UK you can pick them up from play.com etc
Its a special USB pen drive that plugs into your PS2 and then you use the supplied software on your PS2 to move saves from the memory card to the USB pen drive and vice versa.
These can the be stored on your pc, by plugging the pen drive in your pc and using the pc software, saving valuable space on your PS2 memory card.
I have one and its easy to use, you even have access to downloads off the net, 100% saves etc.
