Exit of RX Mines

After going thru all the carts how do i get to the final exit of this section of game? What bridege and small building are they talking about? :(

If you`ve got the battery and handle you go to ice cavern that has the yellow sub in the water(on the last cart ride,where you have to duck drills)Dive down to the sub after using the battery via a hole in the wall by the single submerged light in the direction you face when using the battery.Take a rest in the sub then go down to the bottom of the water to the opening between the two lights going right till you reach a ledge.Rest again then jump in and go right till your facing the ice wall,look up and there is a hole with a crystal leading up.go up and there is the building with the end of the level. :D
