I always thought they were the heads of tribal warriors and I think Lara had a much more savage personality than how she appears in the final game.

I like how she has hand grenades on her belt. I don't think she's ever had them in the traditional sense in any TR game. And what is that thing hanging by her belt? A grenade launcher? A thermus?

I also like how her hair's come undone.

It is actually a rocket launcher, that and the Uzis were supposed to be Lara's main arsenal.

Good Lord, the grenade launcher and pair of grenades suggest Freudian interpretations! Well, the whole tone of the image is pretty testosterone-laden.

Medusa had snake hair, so it's not likely.
Concept art at that stage was simply concept - those heads are just random heads from somewhere.
