Photo Manipulation Question

I've asked a couple photo experts on the forum already about this, but since they weren't quite sure about what to do I'm going to ask the rest of you guys.

How could I achieve this affect in GIMP:

Probably coloring over it with some combo of overlay and screen settings in the layers.

Can you maybe give me a step by step instruction about how you would start to create this image?:p

I'm still very new at GIMP and all of its features.:o

I imagine you should create a new layer (read documentation at gimp.org)
make sure it is the active one!!
set layer opacity to something like 50 percent so as to allow "bleed-through"
then... use the color pallete to choose your color..
draw in the active (new) layer

there's no predefined filter for that effect. you just have to use your imagination.

It almost looks like the original image was inverted to me. Maybe a second image pasted over it on a separate layer and the blend mode changed? I don't have Gimp here so I'm not that familiar with it.
