Actually, it would be 1.96$ per gallon, and two liters is about a gallon right? so you pay less.

When you pay for a gallon of gas/petrol, you are not just paying for the gas/petrol. Countries & individual states have placed taxes on each gallon for a variety of reasons, mostly for raising funds to help local roads. Some countries/states have levied more taxes on gas/petrol than others.
