Black Isle - Old Mill

I am now at old mill but Laura is moving in slow motion. Is this suppose to happen or is something wrong with my game? I also had problems with the game being slow during the rain. Can I do anything to correct this problem? I can not complete this level because she is so slow she can't even jump. Please help I am stuck.
