Citadel compass blocks

On the citadel level where you have to arrange the 4 blocks according to compass points, I can't get the doors to open. I arrange them along the corresponding walls of the compass points eg. the block with N on it against the north facing wall of the square etc. This is using the red compass arrow as the pointer but also tried the opposite, and also a few other combinations of block placements.
Is this a bug? How can I get further in the game?

If you look closely at their tops, you will find that they each have a one-letter abbreviation for the cardinal direction that they need to be pushed/pulled to in this room(North, South, East and West). With the aid of your compass, push/pull each one to it's appropriate spot on the floor. Once you successively solve this puzzle, the doors on the West side of the room will open.
