I've tried everything.

I mean rotate a pic that you have put ontop of another.

you can first enable transformation, then u can :D

Get the square looking tool and right click and press free transform them go on to rotate ;)

You got it on a layer of its own? Make sure the image on top is on a layer above the image below.

Go to Edit --> Transform --> Rotate and choose 180 degrees or 90 degrees clockwise or anticlockwise. If you want to just rotate it about freely, press CTRL+T and move the mouse near one of the corner handles till you get a little curved "rotate" arrow, and click and drag round to rotate the image.

or you dont have to right click? u can find free transform on the top, where u can enable it?

CTRL+T is the shortcut command to Free Transform. Saves a couple of seconds of time and avoids messing about in clumsy menus.
