It's illegal, unless the publisher says otherwise.
Eidos allows downloading Unfinished Bussiness and The Golden Mask :)

Unfinished Business aka Gold is a free add-on for Tomb Raider, which, you have to buy first of course in order to run it...
And yes, downloading copyrighted material from the internet is illegal. Freewares / open source softwares are another story...
