What is the unofficial level editor?

I can't seem to find what exactly the unofficial level editor is. Is it easier to use than the official level editor? I tried making a level once but I found the official level editor to be too complicated and it didn't even have the moves/abilities from TR5 to do what I wanted to do.

Some people say DXtre3d is hard to learn but there is a good manual for it.
I can say that once you learn it you will find it is much easier to use than trle.
