http://www.gimp.org/windows/ would be a better link, if your not up on linux then the homepage can be a little initimidating.

I heard the windows port is actualy pretty good, ive only ever used it under slackware and it was meh...
Probably because im used to paintshop pro though and fiund the user interface a little clunky.

GIMP does the job though and its open source free software so you cant really go wrong.

http://www.blender.org/download/get-blender/ should also support .dds files too, Blender is like 3d Studio Max and Maya only free, the same as GIMP is like photoshop and paintshop pro only free.
