Yes you can, it's a sprite, so you can modify the sprite (for example by making it much darker (it is additive transparency, so it adds the colors onto the background)). I agree by the way, a sprite like this is way too intense and distracting, I never liked how some levels had it that way. It would look good if it was much softer.

Just export it from your WAD, modify it with the image editing software you like, and import it back.
You can use WADMerger's Sprite Manager to do this, however it seems to crop the image when you're importing it (it exports correctly though), so you can use NG Center's Sprite Editor instead, which has been made to solve this problem.

From memory this sprite is sprite 11, it's used by the lens flare as well.

And sprite 11 is also used for the shine effect.
So making the sprite darker to make the flare look better, it will also reduce the shine effect. So you may need to adjust the shine in STRPix.

Fun fact: With FLEP, the sprites use for inventory and in-game shininess can be changed, while still keeping that sprite for lens flares and flare glow.

Correct.
I'm using that trick for one of the levels in which Lara uses fluorescent crystals as flares.
