Not level itself, but game buffer. Game buffer has a fixed size but the engine all the time ask for some bytes, and release also them.

No, the level size can be greater. Because textures are allocated in separated buffers for example. Also samples. Even TR4 has this limit but level size could go beyond 5 MB
