I didn't think Anniversary looked like crap because i still liked the graphics and textures of that game.

If I remember correctly, regular mode doesn't have the specular maps (hence everything looking normal-ish) while next-gen mode does have specular maps and kind of went overboard with making everything shinier than it should be. I remember editing it for Lara to make her skin look last-gen without the shine. It would probably be possible to do that for the environments too, but seems like a lot of work.
You do have to admire the next gen graphics sometimes though, it just depends on what area of the game. Levels like Bolivia and Nepal look quite a lot better with it on. It also makes the game incredibly dark in some places. Usually I find it's just nicer to stick with the normal old-gen graphics, despite Lara's got awful hair.

Turn it on and see what happens.
My XP machine was not powerful enough to handle it.
I tried it with my Win 7 machine and it looked crappy, but I didn't tweek settings.
