As far as I know, once the textures are converted to a tpf by Texmod, they are un-editable. If you are trying to get the textures from the moded outfit, you’re going to need to ask the outfit's creator.
Edit: There is a way to (sort of) mod a tpf. You can tell Texmod to replace certain textures from one tpf with another tpf. For example, let’s say I download a moded Tomb Raider Legend outfit. I like everything about it...except for the hair texture. I can make another tpf with my hair texture. I just run Texmod, open the moded outfit, open my moded hair tpf, and run the game. Now I will have the moded outfit with my hair texture. Just remember. The last tpf you open in Texmod will always overwrite any texture in the preceding tpf files. Wouldn't you be able to apply TPF, then use Texmod to rip the textures same way you rip the game's originals?

Interesting. And the tpf files themselves are encoded. Doesn't look like encryption. Not a good one at any rate. Too many repeating sequences. Probably compression. Might be some form of Huffman.
