Are you talking about the title screen background image?
If so, I believe it's Marco Bartoli, the main antagonist of the game. |

"maphious" men - did you mean Mafioso?
Anyway I've always thought as well that the guy on the main menu screen was meant to be Marco Bartoli. Perhaps it is just a more generic representation of a Mafioso even though none of them in the game actually dress quite like that. |

The ""villain"" of TR2 is so very lame and close to nonexistence that it makes the OP's question a very fair one , tbh . It felt as if Core needed someone to be the leader of the waves we fight in the game and to transform into the dragon at the end of the game , oh and for him to be slapped next to Lara in the main menu , nothing more nothing less , which is a shame after the enigmatic , detailed and interesting villain that Natla was in TR1 (for a 90s game) .

Bartoli's role in the game is definitely minimal, but I don't think that's a bad thing. Not every game needs to follow the exact same formula of super villain vs. hero, after all. In TR2, Lara's not seen as this unstoppable, enigmatic force threatening the antagonist. That concept is currently being beaten to death by Crystal Dynamics in their new TR series.
Nah, I like that Lara spends the game tailing Bartoli and his men. She takes down HOARDS of the mafioso, but Bartoli either isn't aware or doesn't care. It's not the classic and cliched approach the villain would normally take, which would be to dramatically send his men to "stop her at all costs!" More like Lara (badass bitch and part time psychopath) runs into these mafioso and mercilessly slays them, gets beaten to the punch but takes down the villain and claims the prize, all the while barely making a blip on his radar. It's not until the epilogue that the men come to Lara, rather than the other way around, to kill her. TR1 covered the sinister, multifaceted evil villain front. TR2 took a different approach rather than rehashing what had just been done. |
