Hey guys i hope you can help me, i spent ages trying to resize this image, but the only way i got it into the limits was if i hugely reduced the quality. is there any other way?

Hai! im not sure i just cant seem to keep track of my avi times. but im sure im not due for one yet, but ivebeen reading The walking dead comic and i absalotly loved this pic! could anyone resize this and maby add a border and eather, ad my name or just HH or HH12? i know its a kinda a big favor, but i would really love it!!1 thanks!
