As I've already explained: You need a well-made hair. The one made by Crofty doesn't work. I have sent you a link to a fixed second hair:

Blender 3D: Noob to Pro

Enter Weight Paint mode:

OR

-----> Menu: Script Window -> Copy/Paste vertex weight <-----

OR

If for example:
  • bone01 are connected to a vertex with the weight 0.24
  • and bone02 are conected to the same vertex with the weight 0.12
then make bone01 as parent for bone02. And rename bone02 to unused_bone02 . The result is: The vertex are conneted to bone01 with a weight 0.24 + 0.12 = 0.36 I has used this technique to solve this problem:

Croftys Hair pack doesnt have a neck upper bone, only root bone. I didnt want to use the Trishka hair, I wanted to use one of the Sims hair Crofty Extracted.
