Samsung Netbook won't let me change desktop background?

Got my new netbook today - a Samsung N150. It's great, other than the fact that I can't seem to change my desktop background. It doens't appear as an option in control panel, and when I right click on an image and click set as background, nothing happens....any ideas?

Windows 7 Starter, by default, will not allow you to change your desktop background. However, this site has a tutorial with a program that will allow you to do so. As the site says, make sure that if you are to do an in-place upgrade that you uninstall the Oceanis program.
