Default Adjusting the squelch

What do I have to complete on this part? I just keep turning left and right in all kind of pace and I get nothing. I managed to do the first dial somehow...

I just kept rotating the left stick (xbox360) slowly in a clockwise direction until I heard voices, first dial. Then repeated on the second dial until everything was nice and clear, then I believe it had me press the X button.

first one. go to the forth spot. (second last spot)
then rotate till you hear the voice clear and HOLD the analogstick in that position till the game allows you to press x

Bumping this because this thread is one of the top Google results for "tomb raider adjust squelch". I'm playing on PC.

On the first dial, make sure the needle is directly on the fourth line and you can hear a voice WHEN you press the button. Like this:

I somehow was able to switch to the squelch knob when the needle was a little off, and the game wouldn't let me proceed - all I could hear was static. It wouldn't let me switch back, either.
