No, viper 86, you can't download full version of Tomb Raider 1, but you can download Tomb Raider 1 Unfinished Business (Gold) from THIS SITE

Hold on, I was going to Download TR1 Gold from the site Tomb Raider Master stated, but it said "full version requires TR cd" does that mean you must have the game already to download it?

It only means that you must have Tomb Raider 1, to be able to play the downloaded version of Unfinished Business.
