The way the guy moved his hands, it made me think we'd be climbing them like Legend Lara climbed the horizontal ropes.

I wonder if we can stick ropes anywhere, or how that works.

Yes I would say it is a bell. These are Japanese Temple bells and they look quite similar to the screen:

Well it does seem to stand out quite a bit. I reckon it must have something to do as a device in the game even if it isn't part of a puzzle.
