Or maybe there are few versions of the menu.
Actually that's the "press start" menu, once you click start the new menu comes up.

But if you get to choose chapters, and have already got Laura upgraded to the max, then wouldn't that seems pretty much like New Game+? Final fantasy 13-2 much?
