Ah yes the way the designed the level was for a certain number scenes to loop randomly until all enemies are killed, to give the impression of a much longer road, then load the next set piece.
The result being that if the player does not kill all the enemies for any reason, it will loop forever. I encountered this phenomenon in one of my initial playthroughs when I attempted a 'pacifist' run.
While a lot of kills in the game can be avoided, these ones cant.
