That depends on the emulator i think. Usually low level emulators are CPU intensive because they try to replicate every instruction and timing as accurately as possible, whereas high level emulators intercept calls and translate them to whatever API is desired, such as DirextX or Vulkan. Don't take my word for it though, it's been a while since i read about it.
