I've never seriously tried to build a city level myself, but I would suggest looking at the maps for TR2 Venice and TRC Rome and seeing how Core did it. TR2prj is buggy but you can usually grab room geometry without fail. Or you could open the level with the newest version of FexInspect and export the whole level to MQO and view it in Metaseq.
