I think the issue is not the color but lack of it. There is no flare light if you change water reflections to black from what I can see

Exactly, not only flares but all light sources (like flame emitters) will cast shadows instead of light.

As for me I don't care because I will use it in tr1 style of level so no flares and light from guns and flame emmita , so you can send it to me

The numbers that should be used are these: 255, 127, 63, 31, 15, 7, 3, 1 and 0. And the modes specify if the channel is to be added or subtracted. The values are as follows:
