This is such exciting news! I wonder if it works with Shadow? My ultimate dream is to mod Shadow so I'm no longer forced to wear tribal outfits

No, it doesn't work with Shadow. But the format between Rise and Shadow is basically identicaly so it will be easy to make the tools work with Shadow in the future.

Can these tools be used to rip scenery? Or just replace character models.

I released a Noesis script which can view the models of the game. Scene meshes don't exist anymore in Rise, they're all part of the main RenderMesh format now so you should be able to extract them that way.

If you're asking about the possibility of ripping entire scenes then no. This toolset does not grant this functionality. However I'm slowly working on a level editor which may have future level exporting functionality.
