It's generally not acceptable or particularly justified for guards to gun down random intruders unless said intruder started shooting first. So the London and VCI guards aren't really justified in how they act. Especially the London ones, it's just a museum, you don't just execute people for sneaking into a museum after hours.

Well, Tomb Raider has always been more gameplay focused rather than story focused. The developers could get away with most flawed writing elements.
