Unfortunately, Rise, and Shadow were so similar in terms of structure that there is almost no point. Anyway, I will still try, I would pick the blood ties DLC, Lara's flashback from the Shadow, some of the Manor sections from the Rise of the Tomb Raider. Lopez arch from the Shadow, Syria from the Rise, and the Himiko from the reboot and mash them all into one.

Lara is researching the mystery prophet who moved from place to place. Started in Syria, then Russia, and eventually to Peru. This prophet is Himiko and Jacob mashed into one. Let's call it Jacobo, IJacobo and his people are protecting a lost Inca temple. --> How bizarre would this plot be
Jacobo is an all powerful prophet protecting this valley from the outsiders. This Inca temple is their promised land and if finally discovers the lost artifact he will be all powerful.

- The writers/conceptual artists of 2013, but actually give them the creative freedom they need to make a fully-fleshed Tomb Raider like they planned to. Not a Hollywoodised blockbuster made for mass-marketing
- The visuals of Rise, but with the colour scheme of Shadow
- Everything else of Shadow, except add a little more complex and intricate level design and spread out the combat a little more. Little and semi-often.

Finally bring back Lara (which I think the designers of 2013 genuinely wanted to make this Lara grow into something more Lara-like, it's a waste they didn't get the chance because it would have been amazing)

Done.

Yes to all of this, except I’d rather they brought back the writer from TR Legend as imo that was the best written TR game

in terms of story, themes and atmosphere: TR2013.
it's a Tomb Raider game, Lara needs to be directly involved, this aspect needs to be one with the gameplay.
you can't have an "OMG emergency!!!" kind situation, and then say "well now here's the hub. do your optional thing".

so yeah the reboot template needs to go.

linear.
unique.
badass.
thrilling.
and straight to the point.

I hope the next game is linear. Can't go wrong with not doing too much.
