It's because the game was rushed which is why the serpent rouge guards speak czech.

I thought it was because they were part of the Monstrum's handymen searching for leverage on Bouchard?

^ Oh, that could be. The Serpent Rouge definitely wasn't a part of Prague, because it's present in Parisian Ghetto level sketches, so we can scrap that.

Like the Czech guard who is for no reason looking at a wall in the tutorial level

While analyzing the text files carefully I found 3 awesome things. One is the combine option which you all may know about by now which allowed players to combine items, weapons, etc...

Now what I don't think y'all heard till now is the Story so far and the Gallery. Those of you who have played the classics are aware of what the story so far feature is. Another deleted thing to add to the pile. That certainly would've helped the player have a better understanding of what was going on in case he got a little confused. This was probably deleted because there are cutscenes the player doesn't see depending on his choices and Core probably didn't want to spoil that. I don't know what else to think really.

Concerning the gallery it might have been a concept art gallery that the player would unlock as he collected secrets. But there are no secrets in the game So maybe that's the reason why they deleted this feature.

If you don't believe me you can check the text files yourself. It's right next to the part of the memory card instructions.

Well the gallery have been known to me for years, but I've never heard about "story so far". It'd be a great thing, too bad it was cut at the last minute. I don't think though it was deleted because of those other cutscenes. That's something a basic programmer could do with simple switches or something that would tell which cutscenes have been played so far. The only logical reason would be that they didn't have time to actually implement it.

And there's a leftover of the gallery in the game files. A one picture:
