But where is that lighting panel? I can choose between Static Lighting oder Dynamic Lighting, and there is also a + sign next to it, but nothing happens when I click +. Where can I add dummy lights?

Method 2 works. (in mesh editor choose "normals & shades" in mode, choose color and then click on vertices)

After pushing + button, move mouse to 3D window and click where you want to place light.
