No, the worst of the three in the Survivor trilogy is the first. Feels nothing like Tomb Raider and more like survival horror, Lara is out of character because she's still a rookie ("I hate tombs..."), has way too much combat and stealth, and goes on and on. I've played through Rise and Shadow more than once but I've never felt the urge to replay TR 2013.

Just wanted to add that the Legend version of Shadow's forced walking/ducking under barriers/etc is running down long empty corridors. They're different versions of the same thing - loading screens. Anniversary get critiqued for this more than Legend, but unlike TRL, there are no loading screens between levels in the same location, so it's more obvious.
I like Legend for how quick and fun it is, but it's completely linear which makes it hard to compare to Shadow. Of the reboot trilogy, I'd say TR2013 has the best "flow." |

I want to say OP has a point, but there is just too much rudimentary gameplay and simplified level design for Legend's gameplay to step to Shadow. This is why Legend and Underworld need a remake to incorporate modern gameplay mechanics. Both games are too basic. The legend story tho, aged very well. And the globetrotting, aesthetics, everything The only thing it needs is updated gameplay. At least it plays smoothly though and it really helped redefine the brand for decades.

What modern gameplay ideas would help Legend and Underworld being better ? I can see mid-air steering and the capacity to stop the auto grab to be good additions. Maybe manual aim could be cool but still with acrobatics and great interactions with the environment. Besides those, I don't see.

The control thing is basically the Foundation engine's way around a loading up a a bigger area without a loading screen. Many games employ this technique. Legend did it with door animations and QTE's.
The classic engine preloaded the entire level at the start whereas it's segmented in the newer games to allow more details/features.
