You can export Tomb Raider animations to 3DS, then import them using Unreal Engine

TRViewer can be used.

This is what I always use for exorting/importing animations to/from 3D Max.

Not sure if there are more tools that can export animations.

There's an addon for Blender written by Bergus that makes it possible to import TR4 Wads into Blender, including Lara and all her animations. It offers the option to export Lara with all animations to .fbx, so the model can be used in Unity, Unreal, etc.

And Fexanim tool also allows to export animations to *.ms3d format which can be imported by either Milkshape3d, Fragmotion or Blender.
