but even binoculars have a animation why it does not work? she looks doing idle animation but with the effect on screen.

I'm not sure if that was a specific hack for the mirror room or a PSX feature they weren't able to implement in time. Either way it never worked on PC.

However I remember a guide by DeltaTR on how to bring it back via NG scripting. It's somewhere in the tutorial section

Is it possible to add an option to change TORCH sound? Or is it shared with all fire effects?

Added patches:
  • Change blood sprite
  • FLEP number
  • Disable harmless Sentry Gun behaviour
  • Burning torch customizer

The purpose of the magic number patch will be explained at a later date.
