Default Very specific wav encoding

Can anyone suggest a GUI or command line encoder that allows incredibly specific changes such as custom exact kbps. I'm trying to create a IAM ADPCM file at exactly 160kbps but I've tried a handful of popular encoders and they only render to 177kbps

VLC will allow variable and constant bitrate. I use it to encode WAV.

The one program i've used since the dawn of my PC and I completely forgot it could convert!

It allows bitrate changes..however limited to PCM. This is a great step ahead though
