Default I wondered why Core didn’t implement the Carabinieri to help Lara in Venice.

In Tibet you have the monks helping you fight the Fiamma Nera however in Venice you are on your own which I thought it would make sense for Core to add the Italian military police force since they protect Italy like the monks protecting their sacred areas. Is it because it’d make the level too easy or would they automatically attack Lara as well?

Very likely either the devs did think about adding allies in Venice or they thought it would make the game too easy.

The devs were going for that James Bond movie structure for TRII. The reason the monks help you at the monastery is because they wanted it to be like the third act of an old school Bond movie where you take the fight to the bad guy in his base and you got troops fighting alongside with you. Think The Spy Who Loved Me and You Only Live Twice third act climaxes.

Whereas the Venice level is supposed to be an equivalent of a second act or near the end of a first act chase scene or action scene where bad guys attack Bond in a public place.

I always saw it more of an abandoned block of Venice where locals dare not go to - you'll notice the cult symbol sprayed on several walls around the levels, and Bartoli's hideout is located there.
Thats how I always imagined it anyway to explain why there were no people around.
Plus this was the PS1 days so the TR engine was quite limited in that regard.

Exactly, that part of Venice is supposed to be a whole neighbourhood owned by Bartoli and his mafia cult (Bartoli's Hideout is the Bartolis' family manor, and the Opera House is also owned by the Bartolis, and is where Gianni Bartoli himself performed, as can be seen from the posters at the entrance).

You really think the military police would be trying to help Lara??

They would be trying to take her down!

Seriously, she is a civilian running around with a bunch of guns, including a grenade launcher, there's no way they would let that happen.
