The dual aiming was removed very early in development if I recall correct so I think they either weren't able to make it work or it was making camera behavior problematic.

As far as I can remember, the devs said they manually animated Lara to make her animations smooth and "perfect". Given that it was an early time for 3D games, technologies weren't researched enough, or the hardware wasn't ready yet. Under these circumstances, as a game publisher who wants to make money, there's the decision between the effort and the pay the game will get. Considering they had performance issues, and that they had to reduce the amount of enemies because of that, dual aiming would have made it too easy to kill all these enemies under the presumption it should be some sort of survival game. In other words, under the precondition that it should be a survival game, reducing the enemies naturally resulted in reducing Lara's damage abilities.

But that's just a theory.
