The downloadable version doesn't have shadow effects implemented yet, they are only enabled in the web version.

Try Firefox to run the web version.

The page downloads the level (~1MB) and it works offline after that. Your internet speed wouldn't affect performance.

Try Opera with the Battery Saver on, it reduces the frame rate from 60 to like 20. This might help reduce the load.

Well there's definitely something, because on my old PC it was impossible to run in Chrome, it would be like 0,5FPS, but In Firefox it runs at decent, playable 20-25FPS, so there's something with the WebM thing, which I think is being utilised by the web application.

There are hidden settings in both Chrome and Firefox regarding various hardware acceleration options, perhaps they're at fault. If you type chrome://flags in Chrome or about:config in Firefox you can see them. Problem is, there's so many it might be difficult to tell what's what and what could be at fault in your case. Moreover, changing these is generally considered risky and you should only change the ones you know you can... Once you get to the lists try looking up entries such as "webm" or "hardware" or "acceleration"
