Is there a tool that exists for viewing Tomb Raider Chronicles levels?

Specifically, I am trying to extract character clothing textures to reuse for earlier versions of the game.

Sadly there are none, no one has thought to make any tools for tr5 even after all these years

however there are a one tool called Fexmerger that will allow you to move tr5 objects to other format like tr4 but only the objects nothing else.. hope this helps.

You should be able to download the TRChronicles WAD files and open them. Copy the object/enemy you need into a new WAD (if your making a TRLE level?) and the textures will appear.

OR you can open the TR5 WAD directly and save the textures from there.

I located the texture file I am seeking, but it is too small to use.

I am uncertain how to proceed.
I am not a good enough graphical artist to rebuild this image in the correct size.

The tile in the blue area is the extracted texture tile.
The blue box in the green area is the upscaled texture tile requirement.
