I've answered this question so many times now, and I'm pretty sure my rankings change a little bit every single time...

10. Shadow of the Tomb Raider
11. Tomb Raider 2013

This is the first time I've ever ranked TR2 lower than #2. I've finally just accepted the fact that TR1 and 3 do everything better than 2. TR2 may have the best 6-level stretch in the entire series (Tibet and China), but that's not enough to carry the entire game and its big flaws with combat and puzzle scarcity. It's still a great enough game that it rises well above everything below #3, however.

The Last Revelation also seems to be pretty cemented at #4. It's good stuff, but will never really reach the quality of the Top 3 for me.

Anniversary and RotR are proof that Crystal can make good (but not great) TR titles and I won't hear otherwise.

After that, it gets messy. Let's face it, Chronicles is not a good game. Angel of Darkness is definitely not a good game. And Legend is basically a novelty-value side adventure that lacks any kind of substance despite being kind of fun. All three of these titles are not good, but all three maintain the feel of a Tomb Raider game well enough to the point where I will probably replay them in the future.

I'm unclear on where Shadow stands at the moment since I'm in the middle of a playthrough, but so far I'm disappointed.

And then there's TR2013 and Underworld. TR2013 isn't one of the worst games I've ever played, but it has so few redeemable qualities that I really can't see myself picking it up again. Underworld... Underworld is just terrible. There's not a single level of the main game that I could say I really enjoyed. I liked Beneath the Ashes a lot, but it's an XBOX360 EXCLUSIVE. Not a good sign when your DLC one-ups everything in the entire game.

Oh Gosh! This is hard. I haven't played Shadow, but my favorites in the series are probably III, Chronicles, and Angel of Darkness. However, I love the original, II, and TLR as well. Very tough.
