Frame rate loss / lag after a few minutes

I have had this game for years and never had a problem. But it's been a while since I played it. I recently started it up again and after a few minutes, the frame rate starts to tank until it's extremely slow. This is repeatable. I've experimented with every setting I can think of both in the official settings menu and dgvoodoo, and it still happens. I've seen a few posts on the internet describing this exact issue but with no permanent solutions. I've tried a fresh install with no modifications, patches, or dgvoodoo and it still happens. It makes me think it's something I have to do within Windows 10, some obscure setting that I have to change. Has anyone here had a similar experience?
