Even if it the stealth tech was compatible, Captain Janeway probably wouldn't have allowed it to be installed. Treaty violation as you mentioned.

Starfleet had used cloaking technology prior to what's described above, in the episode Who Watches the Watchers there was a cloaked observation outpost to observe the population, there could have been an amendment made to the treaty to allow observation of pre-warp societies but we'll never know Now that I think of it it's strange that the Borg never used cloaking devices on their ships it would have made assimilating entire species much easier if no-one knew they were coming, the Borg assimilated Klingons, Romulans and Voth and presumably Klingon, Romulan and Voth ships. The Borg would have had easy access to cloaking device technology and yet they didn't assimilate that technology that would have given them an advantage, the Borg assimilated the people and technology from the Voyager Prime Factors episode and incorporated the trajector technology into their cubes. https://memory-alpha.fandom.com/wiki/Spatial_trajector It's unusual for the Borg to ignore technology like that, it's likely that the Voyager writers and producers thought of that and decided against it as it would make the Borg too powerful or maybe they never thought of that, we'll never know if they did or didn't think of that. |

The Borg probably didn't think cloaking technology was needed for their ships. Considering how their technology operates, why would a cloak be necessary?
