I don't think it's any external tool or mod. I'm pretty sure you can do it by just pressing the Look key in-game.

If I remember correctly this is only possible in the vanilla release of TR4. Official patches then removed it.

I dunno what the person in the video is playing on or what they're using, but using Look to skip cutscenes definitely did work for some versions of the game (most of the Playstation ones and unpatched PC I think.)

Core presumably considered it a bug and patched it out of later releases of TR4. But it still works on my unpatched retail copy.

As far as I know, for any version of TR4 I've ever played on PC since I first played it in 1999, is the look button can only skip the Von Croy training mini-cutscenes. But all other cutscenes and flyby camera sequences are unskippable. So this has to be some sort of mod.

When the guy was recording the video, he likely just removed the cutscenes footage, by video editing.

You can skip certain camera sequences by pressing the look key, such as when Werner is talking in the Angkor Wat tutorial level, but only if that camera sequence is set up to be allowed to be skipped. There are a few different builds of Tomb Raider IV available and I think the camera sequences you are allowed to skip are different in some of them.

Fully animated cutscenes cannot be skipped. If you look in the comments below the video, it's mentioned that they used an external tool to skip cutscenes.
