I wonder if they will include it in the same way as TR3 and TR2 Gold handled their bonus levels.

Ie, collect all secrets in the main game to unlock The Times Exclusive.

Question

Now here's a question -- would they package in a remastered and TRLE editor for PC?

Chances are most likely incredibly low. But one does wonder.

Chances are very low.
As far as I'm aware the remasters use all the old level files and the old engine, and everything new patched live on top of that. They wouldn't make an editor that would produce levels with this way of working - but then I suppose they don't have to… and can just make an editor that produces levels straight into a new file format.

They are definitely aware Tomb Editor exists so I doubt highly they would do this - the only advantage I could see is editing on console
