One notable exception are the guards in black clothing in the louvre... are they also police since they shoot at Lara? I can't remember for certain, but I think they speak French. Perhaps they only shoot because, well, we see them in the cutscene at first aiming in the room once triggered by the alarm. Then they run after her and shoot, which might imply that they see Lara as a running threat with weapons and take a more deadly approach.
The strategy guide for AOD had a section on several enemies you encounter, apparently they're "Gendarme" guards. Basically a french military police force.

I think it's pretty much what you've already stated, they assume Lara is a walking threat and unlike the standard guards inside the museum, they're trained to deal with armed threats and see Lara as being there to cause trouble.

For most of the Louvre levels though, Lara has the taser and dart gun so I think they go out of their way to address the fact that Lara is dealing with them non-lethally even if the player doesn't necessarily. Gameplay vs story and all that.

I was just wondering: is there any consensus on whether AoD is set in 2002 or 2003? I seem to remember it being set in 2002 but I'm not at all certain and a quick Google search didn't clear things up xD.

It was supposed to come out in 2002 at first I think, so the story was at least supposed to happened in 2002 for some time but maybe they changed that when they had to change the release date to 2003 !

How Tomb Raider Angel of Darkness was MORE buggy for Americans
(Seth McKenzie)

Today I learned American's had an even more inferior version of AOD compared to Europeans.
