Yes, if you're missing the CHAR folder you can just create it yourself. And if you need character files, I've made an archive where I uploaded most of them:

how do i make Lara have the same outfit for all levels, i forgot

Make numerous duplicates of the CHR file desired and name them per each outfit (LaraD, LaraC1) and so on.
