What do you mean? There is no order. The only thing that is common with all pokemon generations is that starters appear at the beginning, and uber legendary pokemon appear at the end. All other pokemon appear in between.

I wouldn't call it an order tbh. I think it's just a format which was used in the first pokemon game which has just continued ever since. The pokemon in between the starter and legendary pokemon have no order, although it does seem that most of the pokemon with high base stats appear near the end of the pokedex.

Arbok's markings change when you transfer it from Generation III. The Sinnoh Arbok is the default one, even in BW and B2W2.
