I think it was probably this way: they worked on All Hallows, then they decided they would not include it as a normal level of the game because there would be too many London levels and/or they thought that other levels would fit better. So they stopped working on it. Afterwards, they decided to include All Hallows as a bonus in the form it had been already done, because they thought it has been already playable and enjoyable and they didn't want to waste it.

If the kayak was easy to control, IMO. That's the only real flaw this game has in my opinion.

If the kayak was easy to control, then it would be more convenient but also less realistic; the waters did have an outrageous current, at the end of the day. Still, I would have preferred it if the kayak was easy to control.
